TPO is a thermoplastic sheet: it softens with heat and welds to itself. On a low-slope roof, that means a surface made of large sheets joined by fused seams. This page sits within our flat roofing group, next to torch-down roofing and spray foam roofing.
TPO roofing in Los Angeles: where a white membrane fits
A white membrane makes sense when heat and reflectivity matter. It is a common choice for small commercial roofs, apartment roofs, rear additions and garages with enough size to justify the material. It is less suited to roofs with lots of tiny jogs and penetrations, where foam may be easier to detail.
Sheets come in widths that cut down on seams, and the seams are welded, not glued. The membrane is held to the deck in one of three ways: mechanical fasteners, full adhesive, or ballast. Which one fits depends on the deck and the building.
TPO vs PVC: how to choose a white single-ply roof
The two look alike from the street. The differences show up in the details.
| TPO | PVC | |
|---|---|---|
| Seams | Heat-welded | Heat-welded |
| Chemical and grease resistance | Moderate | Stronger |
| Typical use | Offices, homes, apartments | Restaurants, labs, exhaust-heavy roofs |
| Cost | Often lower | Often higher |
| Watch for | Product quality varies by maker | Check the product data and the flashing details |
Pick PVC when the roof will see grease, oils or constant exhaust. Pick TPO when it will not. Either way, the quality of the installation and the flashing details matter more than the label on the roll.
How is a TPO roof installed, step by step?
This is the usual sequence, and it is what we would walk through when quoting.
- Inspect and measure. Condition of the deck, insulation, drains and parapets, plus any moisture.
- Prepare the deck. Old roofing is removed, or the surface is cleaned and tested, and bad boards are replaced.
- Add insulation and slope. Boards go down, tapered where water needs to move.
- Lay the membrane. Sheets are fastened or adhered, overlapped and aligned.
- Weld the seams and flash the details. Hot-air welding joins seams. Walls, curbs and drains get molded or hand-welded flashing.
- Probe and clean. Seams are checked by hand, and the roof is swept and cleared.

Is a white TPO roof a good fit for a Los Angeles building?
Often, yes. Reflective roofs run cooler in the Valley, where Van Nuys averages about 77 days a year at 90°F or hotter by NOAA's normals. A cooler roof can ease the load on rooftop air conditioning units. Flat roofs with many pipes, curbs and odd corners are harder, and so are roofs that get regular foot traffic.
Before we recommend a membrane, we would check what is under the old roof: wet insulation, deck condition, drainage, the number of rooftop units and how often people walk the roof. Those answers can rule TPO in or out faster than any brochure. If the roof is a poor fit, we will say so and point you to another system.
Dirt shows on white. Membranes need an occasional rinse to hold reflectivity, and walk pads protect service paths. See also our comparison of TPO, torch-down and foam.
What should a TPO roof quote include?
A TPO quote should read like a build list, not a single number. For apartment and small commercial roofs, we would write the scope to cover:
- Tear-off or recover, with the number of old layers named
- Insulation and tapered boards, if the fall needs rebuilding
- Membrane thickness and attachment, whether fastened, adhered or ballasted
- Flashing at every wall, curb, drain and vent, with the corner method stated
- Walk pads along service routes to rooftop units
- Cleanup and a seam check before the crew leaves
Ask each bidder for the product data sheet and the written warranty terms from the maker, plus the installer's own workmanship terms. They are separate promises, and neither one is ours to describe until we have quoted your roof. A roof with several rooftop units, parapets and drains is simple to price only if the list is complete.
What affects TPO roof cost?
The membrane thickness, attachment method and manufacturer's system drive the quote, along with the roof size, tear-off, insulation, parapet height and the number of drains and penetrations. A roof with simple geometry costs less per sheet than one with a dozen curbs. Access and building height add labor.
We would price your roof in writing after seeing it. Ask each bidder to list the membrane, the thickness, the insulation, the flashing and the drain work, so quotes compare.
TPO roof repair: seams, penetrations and punctures
Small problems repair well. A hot-air welded patch can close a puncture, and a failed seam can be re-welded once the area is cleaned. Penetrations, drain boots and wall flashing are the usual leak points. A dirty or old membrane may need cleaning or primer before a patch will bond, and wet insulation under a patch will keep a roof leaking. Our flat roof repair page covers how we trace a leak before choosing a patch.

Cool roof, permit and rebate rules for a TPO roof
Roof replacements in Los Angeles covering more than half the roof must use a cool-roof-rated product, with rules for slope and climate zone. The City of Los Angeles adds its own rules on top of California's Energy Code. Check your climate zone with the California Energy Commission, and see our cool roofing page for the broader picture.
LADWP residential customers may qualify for a cool roof rebate of $0.20 to $0.60 per square foot, depending on the product tier. It needs a CRRC Product ID and an application within 12 months of purchase, and funding is limited. Check ladwp.com/crp.
Why Clear Shield for a TPO or PVC roof quote
We keep our statements here to how we assess and quote a roof. Reviewers mention pictures and measurements before quoting, product pros and cons explained, and drone photos during work, all in Van Nuys.
What Van Nuys customers say about our work

We cover roofs that suit a white membrane. Santa Monica has many apartment buildings with flat roofs and salt air that attacks metal parts, and Marina del Rey is a harbor community where condos face the same air. Calabasas sits in the west Valley foothills, and Santa Clarita is farther north, so ask us for a realistic drive time.
TPO Roofing: common questions
What is the difference between TPO and PVC?
Both are white single-ply membranes with heat-welded seams. PVC resists grease, oils and chemicals better, so it suits roofs near restaurant exhaust. TPO is more common on offices and homes and is often cheaper. Formulations vary by maker, so ask for the product data and warranty terms before you choose, and we can explain what each document says.
How long does a TPO roof last in Los Angeles?
Single-ply roofs often run somewhere between 15 and 25 years, and the manufacturer's rated life governs. Strong UV and heat shorten it, and so does heavy foot traffic from equipment service. Clean, well-welded seams and good drainage help a membrane reach its range. A roof inspection after each winter catches small seam problems early.
Does a white membrane meet cool roof rules?
Usually, if the product is listed with the Cool Roof Rating Council and the listing matches the rule for your slope and climate zone. Roof replacements in Los Angeles covering more than half the roof must use a cool-roof-rated product. Ask for the CRRC listing in writing, and check your address with the building department.
Can TPO roofing be installed over an existing flat roof?
Sometimes, if the old roof is dry and flat enough to take it and the code allows another layer. Wet insulation under the old roof is the usual deal-breaker. Tear-off to the deck lets us see the boards, and a recover can leave problems hidden. We would check for moisture before we recommend either.
Can a TPO roof take foot traffic from rooftop equipment service?
Light, occasional traffic is fine, but repeated walking in the same path wears a membrane. Walk pads can be added to protect routes to equipment, and curbs and flashing around units need to be sealed well. Tell us how often technicians go up and where, and we can note walk paths in the quote.
Areas served for tpo roofing
- Alhambra, CAAlhambra has a stock of 1920s to 1940s homes and small commercial buildings, and the city runs its own building department for any low-slope re-roof.
- Del Aire, CAPostwar tract homes near the I-105 and I-405 interchange often have flat additions and garage roofs, and this unincorporated community takes permits through LA County.
- Rossmoor, CAPlanned 1950s homes in this unincorporated Orange County community often carry flat rear additions and patio covers where a white membrane could fit.
- Topanga, CACanyon homes after the 2025 Palisades Fire need Class A assemblies, so any membrane for a flat deck has to be checked for fire rating as well as reflectivity.
- Agoura Hills, CAMany HOA-governed tracts sit inside the Woolsey Fire footprint, so fire rating, HOA approval and membrane color all get checked before any flat section is quoted.
- Covina, CALarge postwar neighborhoods and an older Old Town core mix houses with flat-roofed shops, so the answer on TPO depends on the building rather than the street.
- Oak View, CABrush on both sides of this narrow Ventura River valley makes fire rating a first question for a flat deck, and permits run through Ventura County.
- Monrovia, CAFoothill Craftsman homes below Angeles National Forest rarely suit a white membrane on the main roof, but flat porch and addition sections might.
- Oxnard, CASalt air and fog on Oxnard's coastal plain stress roof metals, so edge metal and fasteners matter on a TPO roof here.
