County permits, not a city hall: roofing rules in East Los Angeles

East Los Angeles has no municipal government. It is unincorporated, and Los Angeles County provides its services, including building permits. A quote written for the City of Los Angeles may not reflect county process, so ask your contractor which agency applies to your address.

Decide in the contract who pulls the permit. State rules add two limits. A new roof cannot be laid over two existing applications, and re-roofs covering more than half the roof often need a cool-rated product.

Small-lot houses built around 1950

The median home here dates to 1950 by Census ACS figures. That is postwar housing on small lots: stucco walls, low-pitch roofs, a detached garage, a chain-link fence, and often a roof on its second or third covering.

Those layers add weight, hide soft boards and make a clean tear-off the better option. Some older roofing may contain asbestos, so lab testing is worth doing before removal if the material looks suspect.

City Terrace slopes and freeway-edge access

The northern part of the community is City Terrace, where streets climb and houses step up the slope. Roof pitches there can be steeper, and driveways narrow. Elsewhere, the 60 and 710 cross through the community, so truck access and staging need thought before a job starts.

The run from Van Nuys takes roughly 45 minutes, and a firm arrival window comes by phone. Each visit begins with the roof surface, flashing, vents and attic, and the estimate follows in writing.

Whittier Boulevard, Belvedere Park and the county's own utilities

East Los Angeles grew from streetcar-era tracts. Janss Investment Company began the Belvedere Heights tract in 1905 at the end of a Los Angeles Railway line, and later added Belvedere Gardens to the south. Whittier Boulevard is still the main thoroughfare through the east side, while Atlantic Boulevard carries the post office and much of the commercial traffic.

Belvedere Community Regional Park, opened in 1942, anchors the middle of the community, and the Pomona Freeway cut through it in the 1960s. Out on City Terrace, the park there was built by WPA crews in 1933. Knowing which side of a freeway or hill a house sits on helps us plan staging.

One local quirk matters for paperwork. A private water company formed in 1926, now California Water Service, helped the area stay out of the City of Los Angeles. Building permits still come from the county's Public Works office at East Los Angeles county hall, which is why a City of Los Angeles quote may not fit.

Flat roofs on rentals and commercial strips

Apartments and small commercial buildings here often have flat or low-slope roofs. A flat roof drains through an opening cut in the parapet, called a scupper, or through interior drains. When those clog, water stands and works at seams.

Roofing questions from East Los Angeles

Does East Los Angeles get permits from the City of Los Angeles?

No. East Los Angeles is unincorporated, which means Los Angeles County, not the City of Los Angeles or LADBS, issues the permits. Have the contract say who files the application and who calls for inspections. One Van Nuys customer says permit work was taken care of for them, and before starting we would check the county's requirements for your street.

Can you re-roof a steep City Terrace house?

Yes, with a plan. Hillside lots mean steeper pitches, tight driveways and fewer places to stage material. Before we quote, we check access, fall protection and where a dumpster can sit. A Van Nuys customer describes receiving pictures and measurements ahead of a quote, and a slope calls for them even more.

How do I know if my East Los Angeles roof has too many layers?

Look at the edge of the roof. Multiple stacked layers show as a thick, uneven line. State code bars a third application, so a roof with that many layers needs a tear-off. We count layers when we look at the edge and the attic.

What does a flat roof on an East Los Angeles building need before winter?

Clear drains, intact seams and sound parapet flashing. Downtown Los Angeles averages roughly 14 inches of rain annually, falling mostly between December and March, and standing water finds weak points within days. We check drains, then seams, then the base of every wall, and report what we see with photographs.
